Is it Required in Pennsylvania?

No. Pennsylvania LLCs do not have to adopt an operating agreement to function as a company legally but, this document serves to standardize its operations while proving its existence to third parties such as landlords. (Pennsylvania Uniform Limited Liability Company Act § 8815)
